Municipality of Basud

The historical origin of Basud goes back to year 1651 when the Spanish Colonizers arrived in the area. The Spanish Colonizers named place “Basud” which means Delta after they noticed and found people living in clusters of deltas separated by creeks. Basud was one of those poorly fortified forts of daet during moro raids. Like Mercedes, the poor natives were at mercy of Moro Piracy, which transformed from 1589 to 1792. These natives were either captured of fortified if they tried to depend themselves. those who succeeded in fleeing to the mountains either returned after danger in organized but unprotected communities. These Remontados were converted to Christian, But they Preferred living in the hills to avoid paying taxes and obey forced labor.

Ancestors claimed that the municipality was founded in year 1783 with first site at Pinagwarasan and later transferred to Napu, a nearby sitio of the present town proper. Original founders of the municipality were Bartolome, Quiñones and Florencio Era coming from well to do family and commended respect from the people. The municipality the under Spanish Rule has its own from the local government headed by prominent Capitanes del Pueblo notably of which of which are Paulino Quiñones, Felipe Aviado, Bartolome Quiñones and Maximo Flores.

In year 1902, a civilian form of government was establishment in the municipality with Antonio Quiñones as Municipality President. The Municipality temporarily lost its independence from year 1903-1908 when it was merged with nearby municipality of Daet due to lack of maintenance and operating funds.

The Municipality regained its autonomy from Daet to form again its own governance with Ezequiel Era as first elected Municipal President after executive Order No. 114 was issued by Governor General James F. Smith, published in official Gazette in December 15, 1908 following the petitions of many of inhabitants of municipality of Basud and upon recommendations of the Provincial Board of Ambos Camarines and Honorable Tomas Arejola, Delegate to the Philippine Assembly of the first Assembly District Ambos Camarines.

From Thereion, successive different elected officials administered the municipal government including the time of Commonwealth Regime and when the Philippines acquired its republican status in year 1946 and up to the present administration of Municipality Mayor Shunn Frederick Davoco. Basud is composed of 19 barangays after Poblacion was divided in tow on June 6, 1988. THe municipality has a total land area of 16,028 hectared (per DBM record) representing about 11.59 percent of the total land area of the province.

This town is ranked 3rd in size among the municipalities in Camarines Norte and just after the boundary of Camarines Sur. Its agriculture is extensively based on various cereals and it also supplies lumber of construction purposes in the locality as well as in the areas. The Timber source is a forest just outside the town proper. The Bicol National Park lies between the province of Camarines Sur and Camarines Norte. The Boundary is very identified because of its famous Bahi River passing a permanent boundary marker. Today, Basud is proud that it is never left in community development. it has all facilities of education, health, economic and civil services. It is the desire of the local Government Administration to have clean and health surroundings and to come up with an effective solid waste management to regain the status it has in the province but also in the entire country.

The function role of the municipality at present is primarily focused as Agriculture Producer under the influence area of Daet and other delegate areas with the end-view of agri-industrialization.

BASUD is the development center of agro-industry, eco-tourim sports and settlement of the Province of Camarines Norte with God loving, healthy, disciplined, empowered and united people living in safe and ecologically balanced environment with functional and resilient infrastructure in a sustainable and highly competitive economy led by competent, dynamic and morally upright public servants.

MISSION

The Municipal Government of Basud will pursue holistic and well-balanced development for Basudeños through efficient and effective delivery of basic services, sustainable utilization of resources, active community participation and strong spiritual and political will.

Mandate

Exercise general supervision and control over all programs, projects services and activities of the Local Government Unit.

Enforce all laws and ordinances relative to the governance of the municipality and the exercise of the appropriate corporate powers.

Ensure the delivery of basic services and the provision of adequate facilities.
